2 Year Old Aggressive Towards My Other Dog

I have a 2 year old Aussie that tries to "herd" my Golden Retriever and sometimes takes him down while they are running. I am concerned that he will hurt our Golden while playing this aggressively. I have been able to distract him with the "come" command and he obeys, but that does not last for more than 2-3 minutes. Also, while throwing the ball or frisbee, the Aussie will not give chase, but he will "stalk" the Golden until he brings it back and lunge at him to get the item that had been thrown. Any advise would be appreciated.

That is not aggression, that is very intense herding instinct. It is rough play but not aggression. Correct the behavior if you don't want
the dog to play rough with your other dog.
