6-Month-Old Australian Shepherd Pees and Poops Inside After a Walk

Hi everyone, My brother has a 6-month-old black tri Aussie and he keeps peeing and pooping in the house. He would take the dog for a walk, where he would pee and poop, but when my brother would come back into the house, he would pee and poop INSIDE after 10-15 mins he's been outside! We have a diaper inside the house because my brother can't take the dog out every hour due to work.

We don't get it and my brother is thinking about getting rid of him because it's too frustrating for him and takes so much time to potty train him. Please help out!!
