Australian Shepherd Weight At 14 Months

I have a 14-month-old male Australian Shepherd that is 21 inches tall and weighs 40 pounds. The vet says he is healthy but I was under the impression that males weighed between 50-65 lbs.

Has anyone had one grow to be that size that is already at 14 months old or do I have a Miniature?
