Intolerant Of Dogs Other Than Family Dogs

I have an 7 year old red tri female who has decided she does not like other dogs and will pick a fight if she can get close enough. Several years ago she earned her CGC Award with no problem. She loves people and insists on greeting everyone she meets. She has been raised with other family dogs and was good at one time with any other dogs she met but... not now. I've been using the "look at me" technique to have some control over the situation but she can be a hand full if I don't catch site of the other dog first. Any suggestions?
