My female aussie is 24 lbs at 4 months. Is this the normal weight of a full sized Aussie at that age?

Bigger than average

Compared to the average I’d say she’s going to be huge. But our current Aussie was growing 3/4" in height a week at that age. I was scared that was too fast. He ended up being 20-1/2" and a lean 48 lbs, with no ill effects from his growing spurts - OFA excellent, superb athlete, etc.
