My Aussie Has Repeated Eye Irritation

My 8 year old male Aussie has been having repeated eye irritation off and on for several years now. The area around his eye becomes irritated and he paws at it until it becomes a sore. I haven't been able to figure out what causes it, or why it goes away. Sometimes it affects both eyes, but usually just one at a time.

I am so frustrated and feel terrible for the poor guy.
