My Australian Shepherd is Nipping

My Australian Shepherd is almost two and has nipped twice. Both times she barely broke the skin and she was on a tie out and got out and both times it was a boy about seven walking by our yard.

I think that she was either playing or trying to protect us somehow but I don’t know what to do to stop it.

We are physically taking her out on a leash for now but we live in Wisconsin and soon it will be really really cold out and I have medical conditions which make it impossible for me to keep letting her out.

How can I train her not to do this again?

She also has a lot of fear of other dogs if they come near us like walking. So not sure if this is an Aussie thing or just my dog but I desperately need help or the city will deem her dangerous and put her to sleep.

If anyone has any training ideas I would appreciate it.
