My Dog Is Dragging Her Back Legs and Has Irritated Skin

My Mini Aussie mix is about 8 years old and has been dragging her hind legs down stairs, only indoors, since she was a puppy. Her stomach and hind legs are being rubbed raw to where hair missing and red.

She also sticks her legs out and rubs on the carpet when new people come in. At first, I thought she was itching her stomach until a couple of friends said she was masturbating.

Does anyone know anything about this?
