My Toy Size Aussie's Hair Falls Out and His Back Legs Are Weak

My Toy Aussie has had a type of autoimmune skin condition since he was about one. He is two now. Clumps and clumps of hair come out, his back legs are weak, and he falls down all the time.

His vet has him on meds, and his vet is wonderful, but what my question is, is this never going to change? Is his quality of life always going to be this way?

I am at such a loss over it all. I feel awful for what he goes through.
