Nipping At People's Feet Or Edge Of Their Pants Legs

Our female black-tri Aussie nips at people's feet or edge of their pants legs until they bend down and pet her. If it's a loud and hyper (jumping around and such) child she will charge them and nip them on the leg. Otherwise she is a sweet dog. How can I stop this behavior? Oh, we also have a blue merle male that is a lover. Knows no strangers and loves to be petted by everyone.
