Potty Training an 8-Month-Old Australian Shepherd That Was in a Kennel

I just adopted an 8-month-old Australian Shepherd from an animal shelter. They picked her up as a stray and had her for 2 months.

I take her outside to potty several times a day and she won't go outside. She will only go in her crate.

Any ideas of how to get her to potty outside and not in her crate?
