Senior Dog Abuse

I have a four year old male neutered Aussie who has taken to being dominant over an 8 year old female spayed Weimaramer who use to dominate over him. He attacks her by growling and going after her neck. The Weimeramer has taken to not wanting to come into the house, cowering in a corner or following his owner. What is going on and how do I deal with this not so pleasant behavior?
