Is topical flea treatment less effective on Aussies because of their dense hair layer?

We have always used FRONTLINE on our Pomeranian, with a very dense coat, and now on our mini Aussie... it is difficult to get down to the skin layer, between her shoulders, but working with a brush you can do it... then apply as directed. We currently use the Wal Mart brand called PET ARMOUR PLUS... same active ingredients as FRONTLINE.
