Two Aussie Puppies 8 And 10 Weeks

I have a 10 week and 8 week old female Aussies. The 10 week old is twice the size of the 8 wk old. The older dog is constantly nipping, jumping, and attacking the smaller. She is playing but it is too rough.

The smaller dog plays back but cannot overcome the bigger puppy. How should I get them together to play and not have the smaller dog running and hiding?

So why do you have 2 puppies so close in age?
The older one is dominating the one, and the smaller one needs more confidence. Time is the one thing you can give them for the younger one time to get bigger....but you do realize that these 2 puppies will bond with each other more than you.
