When Is Australian Shepherd Fur Fully Grown

When is my Australian Shepherd going to have full grown fur? I have 2 Aussies, one is 1 yr old and the other 1 yr 2 mos and it seems to be a long way before they have full fur especially around the chest area. Thanks.
